Tauscher Can't Take a Joke

Over at the right-leaning blog Halfway to Concord Bill Gram-Reefer is joking that Rep Ellen Tauscher is planning to wed Osama bin-Laden.
Congresswoman and soon to be Undersecretary of State Ellen Tauscher (D-Alamo), shocked national and international diplomacy and fashion circles today when she announced she would wed Osama bin-Laden in a wedding to be held at a secret location in Nairobi this June.
The story wouldnt have even popped up on my radar had it not been for a comment left at the post by Tauscher's Communications Director.

CA-10: Adriel Hampton Throws His Hat Into The Ring

The first official candidate announcement in the race to replace Ellen Tauscher in CA-10 comes from Adriel Hampton, who not only works for the SF City Attorney's office and has a background as a political reporter but has become a leading progressive on social media such as Twitter and what he has called "Gov 2.0". In his campaign announcement Hampton indicated his desire to build his campaign around using the Internet to produce more democracy in DC:

I am just a guy, but I am a guy with a dream. I want to take aspirations of everyone like me to Congress. It is time for “just folks” to take back the reins of government.

As our country has grown in population, it has grown more and more difficult to stay connected to our elected leadership. The founders intended the members of the House of Representatives — the People’s House — to represent no more than thirty thousand people, yet CA-10 has more than twenty times that number. While the gulf between The Hill and the Bay Area is wide, our tech revolution can bridge that gulf.

Each major media revolution has allowed a new generation of leaders and politics — from FDR and radio to JFK and television to President Obama and the internet.

President Obama showed us what loose networks of concerned citizens can do, becoming the first “social media” candidate. I want to use these new tools to join him in Washington DC to transform a government that has become strangely disconnected from the everyday realities of people in District 10. We have much work to do, starting with building a 21st century economy. But in this time of great challenge, I have great hope.
I really like this, a lot, and I think it can be a powerful message for a candidate in an era when populist democracy is becoming a more important part of American politics. Hampton has the right ideas about how to channel that and turn it into an effective organizing force.

What Hampton will need to do is articulate his policies, his stance on the issues, in a way that directly addresses the economic crisis. Voters in CA-10 will want to hear about his ideas on Gov 2.0, but they'll also want to know where he stands on the bailouts, on jobs, on Obama's budget, and on other important issues like global warming and marriage equality.

Especially considering that Mark DeSaulnier, should he run, will have a commanding position given the broad support and admiration he has from many Democrats in the district, especially the grassroots - as well as strong labor connections.

Brian Leubitz pointed out to me that this may well resemble the race last year in CA-12, where Michelle McMurry offered an interesting and innovative platform but had no chance against Jackie Speier, who brought strong progressive credentials to a district where she was truly beloved by many voters.

Still, it's good to see Hampton in the race and let's hope we can have a substantive campaign about how the Congress can chart a more progressive future for our country.

It's official.

Social Media and Gov 2.0 guru, Adriel Hampton, has announced his intent to run for Ellen Tauscher's soon to be vacated seat in California's 10th Congressional District.
Inspired by the community-focused revolution of Barack Obama’s presidential campaign, today I am officially launching my campaign for California’s 10th Congressional District.

Many of you know me, but for those who don’t, I want to share a little of my background:

I was born in Modesto in 1978 and am a lifetime NorCal boy. I moved to El Cerrito in 1999, after graduating from Delta College, to attend Cal Berkeley. Around the time of my graduation in 2001, I moved to Walnut Creek, where I lived near downtown. Two years ago, I moved to our current home in Dublin.

My wife and I celebrate our 10th wedding anniversary next month, and have two children, 4 and 2. I’ve been a regular BART rider since moving to the Bay Area, and jump on each day to make it to my job as a municipal investigator for the San Francisco City Attorney’s Office. I remember using BART to get from El Cerrito to Cal, and from Cal to my job as news editor of the Hayward Daily Review at the ANG News Center, sometimes barely catching the midnight line back home.

I am just a guy, but I am a guy with a dream. I want to take aspirations of everyone like me to Congress. It is time for “just folks” to take back the reins of government.

My campaign will be communicating in revolutionary new ways, and in the traditional. You’ll be seeing me in Livermore and Fairfield, and back in my old haunts in Walnut Creek and El Cerrito.

I will be running a progressive campaign and asking for small donations from thousands of my friends and neighbors. You will be able to follow my campaign through an open calendar and participate through a new social network and a call-in radio show for district residents.

You’ll hear my plans for turning the economy around for people like me and my family - people like you and your family - and for changing the American health care system and fully funding our public schools.

I’ll be telling the story of my environmental and neighborhood activism, and working to bridge the gap between working class voters, technologists and public servants. We are all in this together, and we get the government we are willing to fight for.

I remember being behind the lines as political editor of the San Francisco Examiner, hamming it up with my Bay Area print media colleagues and making sure the TV folks knew what was actually going on. This time, I’m on the other side, but I look forward to talking with you again.

Mark Desaulnier vs ???

With Tauscher announcing she’ll be leaving Congress for the State Dept, the last few days have been filled with speculation over who will replace her in California’s 10th. The three major names that have been floated so far have been Tom Torlakson, Mark Desaulnier, and Joan Buchanan. Now while I’ve been around the blogging scene for years now, I’m actually fairly new to the local political scene, but I do live in the 10th CD and thought I would offer my perspective.

I’ve met Joan Buchanan on a few occasions, even shared a beer & a burger with her once, and while some claim that she may be the least progressive of the bunch, I actually really like her. I don’t know that it’s really fair to judge her progressive cred at this point, considering that she is still so new and hasn’t had the chance to offer up much legislation or cast many votes. I do know that from the few conversations that I have had with her that she seems to support overturning of the 2/3rds rule and I’ve also got the distinct impression from speaking with her that she is not down for the spending cap at all. As a former school board member, you can also be assured that education is at the top of her priorities. Like I said, I don’t know about her progressive cred, but I don’t think she’d be an awful choice.

As far as congress is concerned though, with Tom Torlakson announcing that he will be endorsing Mark DeSaulnier for Congress, I think that makes it pretty clear that Joan Buchanan will not be running and the Democratic establishment will be lining up behind DeSaulnier to take Tauscher vacant seat.

Although I hope to soon, I’ve never met Mark DeSaulnier personally, but I have met many progressives in the area who seem to think pretty highly of him . I’ve been getting involved with the Iron Horse Dems lately, which is a causal gathering of young dems from around Contra Costa, who meet at the Pyramid Brewery in Walnut Creek and BS about local politics. At the meeting before the first meeting I attended, Mark DeSaulnier had spoken to the group and I guess he left quite an impression. I think folks around here would be interested to know that he seemed to have a keen interest in blogging and their political and organizing potential. We have some local right wingers who have started up some Contra Costa focused news and political blogs lately, and DeSaulnier was impressing upon the group the importance of combating the right with frames with micro-targeted blogging from a more progressive perspective. He also went on to speak of the groups need to organize into a more action oriented body. Granted, this is all secondhand, but the guy seems fired up and he really stoked that fire under these young progressives.

I don’t personally have any problems with Mark DeSaulnier replacing Ellen Tauscher in Congress, but there has been some talk of a more progressive candidate waiting in the wings…a Dark Horse, if you will.

There has also been some chatter about the moderate leaning demographics of the area and some concern that a more progressive candidate couldn’t win the 10th. I’m not buying it.

Here are the latest numbers from the CA Sec of State:
Registered Voters: 524,106
Registered DEM: 263,987 (50.37%)
Registered GOP: 137,953 (26.32%)

California’s 10th is going to a Dem no matter who runs. If folks think they can find a better or more progressive candidate, then now is the time. Otherwise, Mark DeSaulnier will be the next congressman from California.

Torlakson Endorses DeSaulnier

SACRAMENTO— Assemblymember Tom Torlakson, D-Antioch, said today he will continue his campaign for state schools chief and not run for a congressional seat currently held by Ellen Tauscher.

Tauscher, D-Walnut Creek will be leaving her 10th congressional district seat after accepting a post in the Obama administration, as undersecretary of state for arms control and international security with Secretary of State Hillary Clinton.

In making the announcement, Torlakson, who has held elective office in Contra Costa County for 30 years, said he would endorse Senator Mark DeSaulnier, D-Concord, to succeed Tauscher.

“I want to thank the many individuals who have reached out to me and expressed their support since Congresswoman Tauscher’s appointment appeared in the media,” said Tom Torlakson who started his career as a school teacher and continues to teach today. “However, I believe that our education system is at a pivotal point in California. Our schools, which once were ranked among the nation’s best, are now ranked among the lowest. As a long time teacher, I believe I have a unique opportunity to turn our schools around and better prepare our children for the challenges they will face once they enter the workforce.”

“The East Bay has been fortunate to have been served by Congresswoman Ellen Tauscher the past 12 years, and I wish her well as she prepares for this important new position with the Obama Administration,” said Torlakson. “Mark DeSaulnier is the best person to continue her tradition of strong and effective leadership in Congress. He has the experience, intelligence and character necessary to represent the residents of the district. I am pleased to endorse him and offer my full support for his upcoming campaign.”

Torlakson will be hosting a formal kickoff lunch for his State Superintendent of Public Instruction campaign on Friday, April 3, at the Crowne Plaza Hotel in Concord.

So if a state legislator ends up filling Tauscher's vacant seatin the 10th...who then would take the open CA Senate or Assembly seat?

The speculation begins
One potential candidate to replace Tauscher is State Senator Mark DeSaulnier, who has deep roots in the community as a restaurateur, Concord mayor and County Supervisor. Assemblymember Tom Torlakson, a gifted legislator who termed out after eight-years in the State Senate, could also make a run, although that would mean suspending his campaign for State Superintendent of Public Instruction. Assemblymember Joan Buchanan, whose November victory ensured an all-Democratic Bay Area delegation in Sacramento, is also looking at the race and her background in the private sector and as a San Ramon Valley School Board member would make her a compelling candidate.

If one of the aforementioned legislators is interested, he or she would likely be the frontrunner. But other elected officials ought not be ruled out either. Both Federal Glover and Susan Bonilla represent portions of the district on the Contra Costa Board of Supervisors, and Amy Worth is well-regarded on the Orinda City Council. Look to those three as candidates for a vacant Senate or Assembly seat should DeSaulnier or Torlakson decide to run.

Also, as if there aren't enough athlete-turned-politicians already, former 49ers player Joe Montana is a Lafayette resident. But I wouldn't bet on it.
Stranger things have happened...but I wouldn't bet on it either.

Speaking of strange though...the political scene has suddenly got a whole lot more interesting in my neck of the woods. This is very exciting.

Tauscher to State

No more question marks. The Hill has it confirmed.
Congressional sources have confirmed that Rep. Ellen Tauscher (D-Calif.) is going to be tapped for a top State Department post under Secretary Hillary Rodham Clinton.

Tauscher, the current chairwoman of the centrist New Democrat Coalition and chairwoman of the Strategic Forces Subcommittee, is set to become the undersecretary for Arms Control and Nonproliferation.
So who does that leave to run in the 10th Congressional District?

I'll steal Robert's list from Calitics
* Tom Torlakson. Former State Senator, now serving his third and final term in the Assembly (AD-11; his first two terms were from 1996-2000). He's currently planning a run for State Superintendent of Education in 2010, but might be interested in moving to the Congressional seat should it open up. He's probably got the highest political profile of the field owing to his 12+ years in the Legislature.

* Mark DeSaulnier. Replaced Tom Torlakson in SD-7 when he was termed out last year. DeSaulnier and Torlakson are close and would probably not challenge each other for the seat, so if Torlakson decides to stay in California, DeSaulnier could make the move to DC. He has spoken out on the need to fix California's broken government and for action on global warming.

* Joan Buchanan. Elected last November to the Assembly from AD-15. As a newly elected state official she may have a lower profile than Torlakson or DeSaulnier, but can't be ruled out as a possible candidate.
Robert and I were talking about this last night and pretty much agree. Buchanan is too new to the scene, and if Torlakson runs, then DeSaulnier won't.

Sen. DeSaulnier's New Appointments

Sen. Mark DeSaulnier is a busy guy.
Sen. Mark DeSaulnier, D-Concord, has been appointed by the Senate Rules Committee to the California Cultural and Historical Endowment, the California Workforce Investment Board and the State Public Works Board. And all in one day.
With news that Rep. Ellen Tauscher could be off to the State Dept, DeSaulnier's name has been floated as a possible replacement.

Word is that Rep. Ellen Tauscher (D-Calif.), chair of the House Armed Services Committee's subcommittee on strategic forces and a staunch superdelegate for presidential candidate Hillary Rodham Clinton, is in line for a top post at the State Department, most likely for the undersecretary for arms control and nonproliferation slot.
Good news. I think this would be a great move.

What is Tauscher Thinking?

But one has to wonder -- what is Tauscher thinking? Her district is one of the hardest hit by the mortgage crisis, as you can see from the map. Why is she trying to limit mortgage write-downs to subprime loans only, on behalf of banks, when every foreclosure brings down the value of all houses in a neighborhood? Her claim to care so very much about people still struggling to pay their mortgages rings hollow.

Don't Ask, Don't Tell, Don't Work

Good news from D.C.
Walnut Creek Democrat Ellen Tauscher will move today to end the "Don't ask, don't tell" ban on gays in the military, a 15-year relic of the Clinton-era culture wars.
A relic indeed.

It's ridiculous that gays weren't allowed in the military in the first place, but in this day and age, the last thing we need to be doing is kicking people out of the military for something as silly as sexual orientation.

Save HR 200!

One of the key pieces of housing legislation that President Obama would like to see passed is John Conyers HR 200, which would allow bankruptcy judges to lower mortgage payments to reflect the current value of the home. HR 200 would allow hundreds of thousands of people to stay in their homes with more reasonable payments. And, I just don't see how it helps the homeowner or the bank to be sitting on an empty house anyways.

Apparantly, Ellen Tauscher is trying to block HR 200.

Tomorrow, the House will vote on Representative Conyer's bankruptcy cram down. The whip count is unclear right now, but some Blue Dogs and New Democrats, including Melissa Bean (D-IL), Dennis Moore (D-KS), and New Democratic chair Ellen Tauscher (D-CA), are working on behalf of the financial services industry to water down the legislation. Tauscher in particular is problematic, both because of her leadership role in one of the ideological caucuses, and also because rumors are that she has organized up to two dozen members thus far. It is about time that Tauscher, and the Representatives she is organizing, stop listening to industry lobbyists who do not have the public interest in mind.

So, let's make Representative Tauscher listen to someone else right now. Contact Ellen Tauscher, and urge her to stop organizing other Democrats to water down HR 200. She needs to listen to honewoners, not to the financial industry that got us into this economic disaster:

Not only is helping struggling homeowners the right thing to do, but if we don't turn the corner on the mortgage and economic crisis, then Democrats will find themselves in the same bad electoral position Republicans currently face.

Tauscher is key to this vote, and she can be influenced. After she was threatened by a primary challenge during much of 2007, her voting habits distinctly changed for the better. As such, if you are feeling cheeky enough, it might not hurt to mention that when you call.

CA Budget Crisis Threatens Fed Funds

California's budget predicament poses particular challenges, said Tauscher, Northern California's ranking member on the Transportation and Infrastructure Committee.

For example, she said, states usually have to put money up front for federally funded transportation projects and then wait for reimbursement.

"We'd need an advance to prime the pump," Tauscher said.
Until a budget gets passed. We don't have any money to prime the pump. We're about to get screwed...hard.
